Interim CEO Michael Tudball will continue his six month tenure to support the transition and work with Mr Morgan to finalise key initiatives underway.
At the scheduled council meeting on December 13, 2023, the council selected Mr Matthew Morgan as the permanent CEO after a rigorous recruitment process, which included an extensive nationwide search and a large number of high quality applications.
Chair of the Panel of Administrators Mr John Tanner AM, expressed the administrators confidence with Mr Morgan’s appointment as a professional with proven performance and a person of high values.
“Mr Morgan is an experienced Local Government executive with more than 20 years’ experience, including five years at CEO level across two councils,” Mr Tanner said.
“His recent role was with the City of Port Lincoln, South Australia, and he has also worked in Victorian Local Government at the Hepburn Shire Council.”
Born in central Victoria, Mr Morgan brings a deep understanding of the opportunities and challenges faced by rural and regional councils.
His commitment to community involvement, demonstrated through contributions to sporting and other associations, is expected to resonate well with the local community.
Mr Morgan expressed his excitement about making Moira Shire his new home.
“I’m really looking forward to getting to know our communities within Moira, what is most important to them, the local nuances and how we can partner together to realise the future visions for the area,” Mr Morgan said.
“Although I have a background in Local Government, there is an abundance of local knowledge, experience and expertise that we need to tap into and embrace as we look to the future.”
Mr Morgan also shared his commitment to the community and his gratefulness for the opportunity. “I’ll be working tirelessly to ensure that council demonstrates good governance and provides strong advocacy and leadership for our community as well as high quality, relevant and value for money services,” Mr Morgan said.
“I am extremely grateful for the opportunity and to be appointed as CEO, I’m really looking forward to working with council and community over the coming years.
“Starting in late January 2024 provides the opportunity for some time post-Christmas to discover our community, explore the region and importantly find out which is the best local bakery - although I suspect there’ll be divided opinions on that one,” Mr Morgan joked.
Acknowledging the need for stability and a smooth transition, Mr Tanner expressed gratitude for the interim leadership provided by Mr Michael Tudball.
Mr Tanner also announced that his role as Chair Administrator had been extended by the Minister for up to six months to ensure a seamless transition.
The council looks forward to Mr Matthew Morgan’s leadership and is confident that his extensive experience and values-based approach will contribute to the success of our community.
It is sure to be a dynamic and exciting start to the new year, with the full implementation of the organisational restructure also commencing in 2024.
